On the way into the Bologna reform – a consideration of the quality and the role of human resource management in higher education system
Abstract
In the article the concept of higher education quality is discussed, putting an emphasis on the concept of quality as a transformation. In this context the teachers are stimulated to use contemporary teaching/learning tools and to take active role in the development and empowerment of learners. The role of human resource management (HRM) is also emphasized as essential for educators’ development, for supporting changes in organizational culture and for the preparation of higher education institutions (HEI) managers, leaders and academics to meet new demands of higher education circumstances. Despite its importance the role of HRM is still not enough emphasized within the higher education management processes. The majority of changes in quality improvement are concentrated on identification of measures, indexes and standards of quality that would assist higher education institutions to achieve their goals. This is reflected in European higher education area and in Slovenia, as well. Therefore the authors’ present HRM tools that can be used in HEI, adding recommendations for usage of these tools in HEI practice.

Conception of learning outcomes in the Bloom’s taxonomy affective domain
Abstract
The article raises a problematic issue regarding an insufficient base of the conception of learning outcomes in the Bloom’s taxonomy affective domain. The search for solutions introduces the conception of teaching and learning in the affective domain as well as presents validity criteria of learning outcomes in the affective domain. The possibilities for the assessment of learning achievements in the mentioned domain are identified. The peculiarities of learning outcomes in the affective domain discussed in the documents regulating European and Lithuanian higher education are shown.

Teaching quality assessment in university studies: possibilities for application of student survey
Abstract
This article aims to reveal possibilities for teaching quality assessment when data from student survey are used. To achieve this aim, the conception of teaching in a higher education institution was reviewed and criteria of teaching quality were distinguished in the theoretical part. In the empirical part of the research, validity of teaching quality indicators that were used in the student survey instrument was evaluated and possibilities for the interpretation of data were presented.

Improvement of experiment planning as an important precondition for the quality of educational research
Abstract
The article presents the stages of the experiment planning that are necessary to ensure the validity and reliability of it. The research data reveal that doctoral students of Educational Research approach the planning of the experiment as the planning of the whole dissertation research; and the experiment as a research method is often confused with the quasi-experiment, subordination, or action research.

Improvement of generic skills development in study programmes of higher education: the graduates’ viewpoint
Abstract
The article discusses the concept of generic skills, underlines the importance of their development in studies of higher education, introduces methodology and results of the research on the match between generic skills of Lithuanian universities’ and colleges’ graduates (N=1021) and labour market needs, as well as reviews potentialities for the improvement of the quality of study programmes development in this field.

Change and transition – the basis of the effective quality management system
Abstract
The article reasons the aspect of change and transition in higher education institutions implementing quality management systems. Psychological and behavioural responses of high school staff towards quality management system being implemented are discussed; transition phases of the employees are introduced; specific features of staff management in higher education institutions introducing quality management systems are highlighted.

Quality assessment of university studies as a service: dimensions and criteria
Abstract
This article reviews a possibility to assess university studies as a service. University studies have to be of high quality both in their content and in the administrative level. Therefore, quality of studies as a service is an important constituent part of study quality assurance. When assessing quality of university studies as a service, it is important to validate assessment dimensions and criteria. Seven dimensions (reliability, responsiveness, competence, communication, security, understanding the client, tangibility) of quality assessment of university studies as a service and criteria that describe these dimensions are distinguished in the article.

Structure, problems and possibilities for their solution in external evaluation of colleges
Abstract
The article grounds the structure of the external evaluation of colleges at the level of the non-university higher education sector, and it reveals the problems met in this process as well as possibilities for their solution: the phenomenon of the external evaluation of colleges is discussed and its concept is presented; the external evaluation process of the European higher schools is analysed and its stages are described; the problems and possibilities for their solution in the external evaluation of Lithuanian colleges are presented in the views of those participating in the evaluation.
